As the world's largest and fastest growing energy market, China will have an increasingly significant impact on global energy industry. In the same time, China’s energy market is expected to remain very much dynamic and highly regulated as well, with foreign investment still subject to government approval and involving partnerships with Chinese companies, including national oil companies (NOCs), other central and local SOEs as well as privately owned companies.
At US$4.5 billion accumulative investment within China and multi-billion dollar partnerships with Chinese NOCs outside China, BP leads the IOCs in its overall position in China. Our aim is to create material value growth for BP through becoming a trusted energy partner of China, aligning our ambitions and capabilities with China’s long-term objectives and priorities. In the same time, we strive to be a good force to advance towards a low carbon energy future. Thus, it is imperative for us to fully understand the country through developing and maintaining an institutionalized relationship with relevant government agencies, business partners and other stakeholders in order to achieve our goals. Key accountabilities
Government & Partner Relationship Management
• Support VP of GPA and other BP China senior leaders in defining and implementing the strategy and agenda of ‘the BP Key External Stakeholders’, be involved on a daily basis in the engagement plans including managing the across-BP contact map, networking the relationships both internally and externally, and providing assurance on relationships.
• Help BP establish and maintain sustainable relationships in ‘the BP Key External Stakeholders’ at all levels, with the primary target at the Division Director/Chief and other working levels.
• Act as one of the key relationship keepers and "door openers" to build the connectivity, advance BP's business objectives by supporting and meeting the needs of internal stakeholders, and enhance BP reputation.
• Conduct research and analysis for deep understanding of ‘the BP Key External Stakeholders’ in terms of their organizational structure, long-term strategy and directions, investment preferences and especially their relevance etc. to BP’s business agenda.
Political Advisory
• Be the expert of China in the sphere of domestic politics and its geopolitical/international relations to support VP of GPA and other BP China senior leaders as well as group’s political team in their understanding of issues relevant to BP;
• Monitor, analyse, and interpret major developments in these areas and provide professional advices on their implications on the Company’s business strategy and operations in China and globally.
Policy & Regulatory Advocacy
• Monitor, analyse and interpret major macro social, economic, industry and foreign investment policies that have impact on BP’s business; work with other Head of Country teams/colleagues and business people in creating and implementing policy lobbying and advocacy campaign plan to help advance the Company’s business agenda.
Support In-Bound & Outbound Senior Visits
• Work with other Head of Country teams/colleagues to support group senior executives' China visits and high level outbound visits to BP by key Chinese stakeholders especially government and partner delegations. These include internal and external meeting facilitations, meeting briefings/minutes/letters, translation, and coordination with internal and external stakeholders on logistics, and post-visit/meetings follow ups activities,
Business Support
• Proactively support issue management and resolution of existing businesses;
• Proactively support business growth – into new markets, and with new partners;
• Identify, assess, and mitigate key Non-Technical Risks associated with existing and future business projects in partnership/cooperation with business partners;
• Identify and develop cross-business opportunities, strategic partnerships, and aligned agenda;
• Support BP businesses and functions in articulating a story, taking into account the prevalent local culture and sensitivities of the Partner;
Essential Education
• A Bachelors or Master degree from a leading university. An international MBA would be an added advantage.
Essential experience and job requirements
• A total of about 10 years’ experience in the areas of government/public affairs and external relations with a major public or private organization operating in China and demonstration of a strong track record of performance. Internal candidate has to have the direct experiences at least one role among the expertise areas of Government Relations, Partner Relations, Regional Relations, Communications and other relevant positions. Overseas experiences are a plus.
• A political savvy with a good understanding of the country’s long term objective, direction, trend as well as knowledge of international affairs, politics, and economy. He/she should have the potential of visionary and strategic thinking, and be able to support VP GPA and other BP China senior leaders to develop and execute BP’s external affairs strategy in China.
• Experience of working in related industry and good understanding and knowledge of energy industry and market, as well as experience of dealing with key Chinese government departments (e.g. NDRC, MOFCOM, MFA, MIIT & others, etc.) and national oil companies, other central and local SOEs and privately owned enterprises.
• Strong interpersonal, analytical and communication skills, influential capability as a well-rounded and balanced person with good sense of appropriateness, attentiveness, and alertness. A consultative style would be helpful as the job holder will need to consult with business and functional leaders in order to understand business priorities and requirements.
• Sense of seniority and capability to be able to establish and maintain deep relationships with middle and working level people (targeted at Division Director/Chief levels) in the stakeholder organizations.
• Demonstration of strong team spirit, especially in working with and supporting others as well as influencing others and reaching alignment with soft power for the common objectives.

Policy & Regulatory Advocacy
• Lead and cooperate with business people in designing and implementing policy lobbying and advocacy campaign to help advance the Company’s business agenda.
Support In-Bound & Outbound Senior Visits
• Assist or collaborate end-to-end process to support group executives' China visits and high level outbound visits to BP by Chinese government and partner delegations. These include internal and external meeting facilitations, meeting briefings, coordination with internal and external stakeholders on logistics, and post-visit/meetings follow ups;
Business Support
• Proactively support issue management and resolution of existing businesses;
• Proactively support business growth – into new markets, and with new partners;
• Identify, assess, and mitigate key Non-Technical Risks associated with existing and future business projects in partnership/cooperation with business partners;
• Identify and develop cross-business opportunities, strategic partnerships, and aligned agenda;
• Support BP businesses and functions in articulating a story, taking into account the prevalent local culture and sensitivities of the Partner;
Essential Education
• A Bachelors or Master degree from a leading university. An international MBA would be an added advantage.
Essential experience and job requirements
A minimum of total 10 years’ experience in a combination of government and public affairs with major MNCs in China with a strong track record of performance. Internal candidate has to have the direct experiences at least one role among the expertise areas of Government Relations, Partner Relations, Regional Relations, Communications and other relevant positions. Overseas experiences are a plus.
• A political savvy with a good understanding of the country’s long term objective, direction, trend as well as knowledge of international affairs, politics, and economy. He/she should have the potential of visionary and strategic thinking, and be able to support VP GPA to develop and execute BP’s external relations strategy in China.
• Experience of working in related industry and good understanding and knowledge of energy industry and market, as well as experience of dealing with key Chinese government departments (e.g. NDRC, MOFCOM, MFA, MIIT & others, etc.) and national oil companies, other central and local SOEs and privately owned enterprises.
• Master of interpersonal skills and excellent communicator with strong influential capability as a well-rounded and balanced person with good sense of appropriateness, attentiveness, and alertness. A consultative style would be helpful as the job holder will need to consult with business and functional leaders in order to understand business priorities and requirements.
• Strong sense of seniority and capability to establish and maintain deep relationships with middle and senior level leadership people (targeted at Deputy Director General and Director levels) in the stakeholder organizations.
• Demonstration of leadership with strong team spirit, especially in developing others to forge a capable team and organization as well as influencing others and reaching alignment with soft power for the common objectives.
• Fluent Chinese and English, and excellent writing skills

Role synopsis
As the world's largest and fastest growing energy market, China will have an increasingly significant impact on global energy market, in terms of demand, supply and international relations. In the same time, China’s energy market is expected to remain very much dynamic and highly regulated, with foreign investment still subject to government approval and involving partnerships with Chinese companies, especially national oil companies, other central and local SOEs as well as privately owned companies that are active in the energy related business.
At US$4.5 billion accumulative investment within China and multi-billion dollar partnerships with Chinese National Oil Companies outside China, BP leads the IOCs in its overall position in China. Our aim is to create material value growth for BP through becoming a trusted energy partner of China, aligning our ambitions and capabilities with China’s long-term objectives and priorities. Thus, it is imperative for us to understand the country and to develop and maintain an institutionalized relationship with relevant government agencies, business partners and other stakeholders in order to achieve our goals. Working with our current and future business partners is an important part of this endeavour, hence there is a growing need to hire a seasoned professional to ensure our efforts in this particular area systematic, institutionalized, coherent and productive.
Key accountabilities
For this role is to implement BP China Government and Partner Affairs (GPA) strategy, relationship matrix and engagement plan, to develop and manage the institutionalized relations on a daily basis with ‘the BP Key External Stakeholders’ including:
- Key business related central government agencies, such as but not limited to NDRC, NEA, MOFCOM, MFA, MIIT, MLR, and MEP
- Government think tanks/industry associations
- International business chambers , Embassies
- BP’s key business partners, including but not limited to the 3 National Oil Companies (NOCs), SOE & private owned companies.
This role reports directly to VP Government & Partner Affairs.
Key accountabilities:Government & Partner Relationship Management
• Define and implement strategy and agenda of ‘the BP Key External Stakeholders’, lead the engagement plans including managing the across-BP contact map, network the relationships both internally and externally, and provide assurance on relationships.
• Establish and maintain sustainable relationships in ‘the BP Key External Stakeholders’ at all levels, with the primary target at the Deputy Director General, Director and working levels.
• Act as one of the key relationship keepers and "door opener" to build the connectivity, advance BP's business objectives by supporting and meeting the needs of internal stakeholders, and enhance BP reputation.
• Develop comprehensive and share timely in-depth knowledge and understanding of ‘the BP Key External Stakeholders’ in terms of their organizational structure, priority agenda, long-term strategy and directions, investment preferences and especially their primary roles in relation, etc. to the Company’s business.
Political Advisory
• Be the expert of China in the sphere of domestic politics and its geopolitical/international relations.
